    Dear Honorable Governor Rick Perry:

    WE THE PEOPLE, who are the Voting, Taxpaying, Citizens of TEXAS, ARE BEGGING “YOU” The Governor of TEXAS , for Human Compassion on the Inmates housed in the TEXAS Department of Criminal Justice and all other Dentention Centers in the State of Texas. The Austin Statesman Newspaper today ran an article referencing the sweltering heat.
    THE PEOPLE of TEXAS consider this an EMERGENCY

    WE, THE PEOPLE of TEXAS, are requesting that you, as the GOVERNOR of TEXAS, issue an immediate EMERGENCY EXECUTIVE ORDER today from your OFFICE for the following to be done:

    1.Fresh, Clean, Cool Water at “ALL” times for “ALL” Detainees. Cooled bottled water would be the most efficient to be handled. These bottles could be frozen, then passed out to the detainees, which would allow it to stay cooler longer

    2.Containers of ICE to be furnished at “ALL” times for “ALL” Detainees

    3.That ALL the UNITS’ exhaust fans “MUST” be working at all times in all areas of the facilities

    4.Blowing AIR and Fans for “ALL” Inmates

    At the same time that this EMERGENCY EXECUTIVE ORDER BE ISSUED TODAY from your OFFICE should definitely state for this to be done immediately in “ALL” Texas Facilities; then request that a team be set up to follow up this EXECUTIVE ORDER seeing that this Executive Order is followed thorugh. Forming Teams to be sent to different facilities all over the State of Texas testing the heat index in the areas where Inmates are trying to survive.

    The lack of the above is “IN-HUMANE” treatment

    A.Excessive Cruel and Unusual Punishment

    B.The Elderly be given special privileges to stay cool

    C.The Mentally Ill and Physically Challenged be given special privileges to stay cool

    D.Those that are sick, have heart problems, breathing problems, on medications that require staying away from excessive heat and any other Inmates that needs special care or treatment be given special privileges to stay cool

    E.The Inmates being held in solitary confinment, Isolation cells, and Administrative Segregation be given special attention and privileges for enduring the heat

    F.The Inmates that are working outside and in the fields be given special priveleges to stay cool with plenty of cool fresh water

  • Immigration Politics Hit Houston

    Mean spirited Houstonians are gathering signatures on a petition that would force the City of Houston to call a city charter referendum that would compel police officers to demand proof of citizenship when interacting with Houstonians. If adopted by the voters, the city charter change would create a hostile relationship between the police and certain communities and limit their effectiveness in protecting Houstonians from crime.

    In order to protect all Houstonians, it is imperative that the Houston Police Department maintain a respectful, professional and trusting relationship with the residents of all of the city’s many neighborhoods and among all of the city’s diverse ethnic communities.

    This ill-advised city charter referendum threatens to divide the people of our diverse and welcoming community; tie the hands of the professional men and women who serve in our police department; and stigmatize the City of Houston in the eyes of the nation and the world.

    ACTION ON OUR PART IS REQUIRED!

    You are invited to attend and participate in a community meeting to help develop a strategy to defeat this mean spirited assault on our community.

  • Operation Jump Start: No Plans or Approvals on File at Texas Governor's Office

    We asked again, just to be sure, but the Governor’s Office says it has on file no plans or approvals for Operation Jump Start.

    On June 30, the Governor announced that Operation Jump Start was on schedule, so we asked the Governor’s Office for a copy of the schedule. But there isn’t one, came the reply from his office.
    Neither is there a record of the Governor’s pre-approval of the mission, although such pre-approval is required by a Memorandum of Understanding (MOU) posted over the Governor’s signature at his official website.

    It’s the strangest thing. We don’t know what to make of it. If there’s a simple explanation, nobody’s offering one yet.

    If the Governor is not getting his bearings from documents on file in his office, then how does he know the mission is on schedule? If the Governor’s Office doesn’t keep copies of the Governor’s approvals for military operations in Texas, then who does?

    Surely, it can’t be the case that no plan exists or that the Governor hasn’t enforced his own MOU?

    Maybe the Governor is splitting his identity as Commander-in-Chief and keeping all his military records on federal property. But then we’d have to ask the metaphysical question: why is the Commander-in-Chief of the Texas National Guard issuing “on schedule” press releases from the website of the Governor’s Office?

    Frankly, we’re stumped.

  • Immigrants Pay Bills at Higher Rates than Citizens

    Most immigrant patients have jobs and pay taxes, through paycheck deductions or property taxes included in their rent, administrators at the Dallas and Fort Worth hospitals said. At both institutions, they have a better record of paying their bills than low-income Americans do, the administrators said.
    The largest group of illegal immigrant patients is pregnant women, hospital figures show. Contrary to popular belief here, their care is not paid for through local taxes. Under a 2002 amendment to federal regulations, the births are covered by federal taxes through Medicaid because their children automatically become American citizens.

    These cases are not affected by new regulations that went into effect on July 1 requiring Medicaid patients to provide proof of citizenship, Texas health officials said. They said they believed that only small numbers of illegal immigrants had received other Medicaid benefits.
