Wonderful news!!! Early this week, just before his
64th birthday, Ramsey was transferred to the Three Rivers Federal Correctional Institution in Three Rivers, Texas.
Words cannot describe our joy, knowing that he has been moved close to his family!!!!
We are most grateful and have many people to thank for their work in this effort! This will be our first course of action!
Ramsey also plans to immediately begin work to return to court and prove his innocence.
We ask everyone’s continued support, and most of all
we ask that you join us in prayers of thanksgiving during this holy Christmas season.

The American GI Forum, LULAC, congressmen, and many supporters remain committed to helping Ramsey. His custody level indicates that he should be placed in a camp or a Federal Correctional Institution, yet he remains in a maximum security penitentiary.

Dear Mr. Nalley:
On behalf of Ramiro R. Muniz, his family, and the National Civil Rights Office of the American GI Forum, I am writing to request an expedited transfer of Mr. Muniz to Three Rivers, Texas, or an institution
close to his home.
In 1994 Judge Paul Brown of the Eastern District of Texas recommended that Mr. Muniz be incarcerated at a Federal Correctional Institution in Three Rivers, Texas. A copy of the court record is enclosed. Instead of being sent to Three Rivers, Mr. Muniz was transferred to the United States Penitentiary in Leavenworth, Kansas.
He was confined there for almost 13 years of his life. Mr. Muniz continues to be punished in a maximum security penitentiary when the intention of Judge Paul Brown was for him to be confined in a Federal
Correctional Institution in Three Rivers, Texas. This has been in violation of the Eighth Amendment (double jeopardy). The record speaks for itself.
During his 12 years of confinement in the Leavenworth
penitentiary, Mr. Muniz has not had an incident disciplinary report, nor has he violated institutional policies. His record surely merits consideration for an expedited transfer.
According to Federal Bureau of Prison policies, Mr. Muniz should have received a 10 year review, which would have made him eligible for the recommendation of removing his public safety factor, thus making
him a candidate for confinement in an FCI close to his home. It has been almost 13 years, and he remains in a maximum security penitentiary.
This is a violation of the Fifth Amendment, which is due process of law.
It is written in federal administrative Bureau of Prison policies that institutions should make every effort to have an inmate confined close to his home if he meets all criteria. Any federal court of law would uphold this argument. This has not happened in the case of
Ramiro R. Muniz, however. He has met all criteria, yet he remains incarcerated in a maximum security penitentiary. Many question the reason for this.
Ramiro R. Muniz has a custody level of 5, and this level merits placement in a camp or Federal Correctional Institution. Denying his placement there violates of the Eight Amendment (cruel and unusual punishment) as his record does not reflect violence or any other reason to confine him in a maximum security institution distant from his home.
Mr. Muniz, is 63 years old. He is a non-violent man who is in poor health and requires the use of a cane for walking. He suffers greatly from his placement in a maximum security penitentiary with violent offenders. He has been forced to perform security drills, which require going down to the ground. Due to his deteriorated hip, this is a very slow and painful exercise for which is not exempt, in spite of medical
records reflecting his need for surgery. For this reason, as well as others already mentioned, we seek his immediate transfer.
Ramiro R. Muniz has earned the respect of many people for his contributions to humanity, and we are concerned for his well-being.
Thank for your assistance in obtaining an expedited transfer that has been earned and is long overdue.
